No Urban Renewal Authority created by this article shall\n\nexercise the authority or powers granted by this article until after\n\nthe municipal governing body shall have determined by resolution\n\nthat such action is in the public interest and elects to have the\n\nauthority or powers exercised by the Urban Renewal Authority if one\n\nexists or is subsequently established.\n\nB. No municipality shall exercise the authority granted by this\n\narticle until after the municipal governing body shall have adopted\n\na resolution finding that:\n\n1. One or more blighted areas exist in its area of operation;\n\nand\n\n2.
