For the purpose of aiding in the planning, undertaking or\n\ncarrying out of an urban renewal project, a municipality or any\n\nother public body may:\n\n1. Cause public buildings and public facilities to be\n\nfurnished, including parks, playgrounds, recreational, community,\n\neducational, water, sewer, or drainage facilities, or any other\n\nworks which it is otherwise empowered to undertake; furnish,\n\ndedicate, close, vacate, pave, install, grade, regrade, plan or\n\nreplan streets, roads, sidewalks, ways or other places; or make\n\nexceptions from building regulations; and cause administrative and\n\nother services to be furnished;\n\n2. Accept by gift or otherwise acquire, with or without\n\nconsideration, title to real property in an urban renewal project\n\narea, hold such real property and enter into lease-purchase or other\n\nagreements respecting the operation, use, or disposal of such land,\n\nwith a duly organized urban redevelopment corporation or Urban\n\nRenewal Authority. Such lease-purchase or other agreements shall\n\ncontain such terms and conditions as may be deemed necessary and\n\nconvenient to the execution of an urban renewal plan; or\n\n3. Appropriate funds for urban renewal purposes.\n\nB. If at any time title to or possession of any real property\n\nin an urban renewal project is held by any municipality or public\n\nbody or governmental agency which is authorized by law to engage in\n\nthe undertakings, carrying out, or administration of urban renewal\n\nprojects (including any agency or instrumentality of the United\n\nStates of America), the provisions of the agreements referred to in\n\nthis section shall inure to the benefit thereof and may be enforced\n\nby such public body or governmental agency.\n\nC. Any sale, conveyance, lease or lease-purchase agreement or\n\nagreement provided pursuant to this section may be made by a public\n\nbody to any other public body without appraisal, public notice,\n\nadvertisement or public bidding.\n\nD. For the purpose of aiding in the planning, undertaking or\n\ncarrying out of an urban renewal project hereunder, a municipality\n\nor an Urban Renewal Authority or any other public agency, board or\n\nbody may (in addition to its other powers and upon such terms, with\n\nor without consideration, as it may determine) do and perform any or\n\nall of the actions or things which such public agencies or public\n\nbodies are authorized to do or perform, including the furnishing of\n\nfinancial and other assistance.\n\nE. For the purposes of this section, or for the purposes of\n\naiding in the planning, undertaking or carrying out of an urban\n\nrenewal project, such municipality may issue and sell its general\n\nobligation bonds.
