Stat. tit. 11, § 11-39-102","heading":"Definitions","body":"As used in the Improvement District Act, the singular includes\n\nthe plural and:\n\n1. “Acquired” means the acquisition of property or interests in\n\nproperty by purchase, gift, condemnation or other lawful means;\n\n2. “City” means any city or town incorporated pursuant to the\n\nlaws of Oklahoma;\n\n3. “Engineer” means a city engineer, city official, employee or\n\nother person competent to advise and assist the governing body in\n\nplanning and making an improvement;\n\n4. “Cost” means any cost necessarily or reasonably incurred in\n\nmaking the improvement, including but not limited to cost of:\n\na. preparation of preliminary reports,\n\nb. preparation of plans and specifications,\n\nc. preparation and publication of notices of hearings,\n\nresolutions, ordinances and other proceedings,\n\nd. fees and expenses for engineers, attorneys, laborers\n\nand other personal services,\n\ne. rights-of-way, materials and other lawful expenses\n\nincurred in making any improvement, and\n\nf. capitalized interest, funding of reserves, premiums\n\nfor reserve surety bonds, and obtaining bond\n\ninsurance, letters of credit or other credit\n\nenhancements or liquidity instruments;\n\n5. “District” means an area designated by the governing body to\n\nbe benefited by an improvement and subjected to payment of special\n\nassessments for all or a portion of the cost of the improvement;\n\n6. “Governing body” means the city council, city commission or\n\nboard of trustees of an incorporated city or town;\n\n7. “Improve” means to construct, reconstruct, maintain,\n\nrestore, replace, renew, repair, install, equip, extend, purchase,\n\nalter or otherwise perform any work which provides a new facility,\n\nor enhances, extends or restores the value or usefulness of an\n\nexisting facility;\n\n8. “Improvement” means any type of improvement made by\n\nauthority of this Improvement District Act and includes\n\nreimprovement of any prior improvement made pursuant to any other\n\nact;\n\n9. “Mail” means by first-class mail;\n\n10. “Trustee” means a city acting pursuant to this act;\n\n11. “Street” means any highway, street, alley, boulevard,\n\navenue, right-of-way, public ground, or other public facility, or\n\nany part thereof; and\n\n12. “Publish” or “publication” means printing in a newspaper\n\nwhich maintains an office in the city or town and is of general\n\ncirculation within the city or town, or, if there is no newspaper\n\nwhich maintains an office in the city or town, a newspaper of\n\ngeneral circulation within the city or town and in two (2) separate\n\nissues thereof, at least seven (7) days apart.","path":["OK Code","Title 11"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os11.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"06eefd3a062e6a7871551c4d556b969a0eec3f6649a68cad8eb39f4773e56a4f","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-11-11-39-101","next":"us-ok/okla.-stat.-tit.-11-11-39-103"},"notice":"GroundRules: Original legal text.
