Stat. tit. 11, § 11-39-103","heading":"Creation of improvement districts - Purpose - Contents","body":"The governing body of any city may create one or more districts\n\nfor the purpose of making or causing to be made any improvement or\n\ncombination of improvements that confer special benefit upon\n\nproperty within the district. Such improvement or combination of\n\nimprovements may include the following, without limitation because\n\nof enumeration:\n\n1. Acquisition of property or interest in property when\n\nnecessary for any of the purposes authorized by the Improvement\n\nDistrict Act;\n\n2. Opening, creating, widening and extending or altering of\n\nstreets to improve paving, and surfacing, constructing and\n\nreconstructing gutters, curbs, sidewalks, crosswalks, driveway\n\nentrances and structures, drainage facilities, and service\n\nconnections from sewers, water, gas, electricity and other utility\n\nmains, conduits or pipes;\n\n3. Constructing or improving main and lateral storm water\n\ndrains and sanitary sewer systems and facilities;\n\n4. Installation or improvement of street lights and street\n\nlighting systems;\n\n5. Construction or improvement of water mains and waterworks\n\nsystems;\n\n6. Improvement of parks, playgrounds and recreational\n\nfacilities;\n\n7. Improvement of any street, parking or other facility by\n\nlandscaping, or planting of trees, shrubs and other plants;\n\n8. Constructing or improving dikes, levees and other flood\n\ncontrol works, gates, lift stations, bridges and streets appurtenant\n\nthereto;\n\n9. Constructing or improving vehicle and pedestrian bridges,\n\noverpasses and tunnels;\n\n10. Constructing or improving retaining walls and area walls on\n\npublic ways or land abutting thereon;\n\n11. Constructing or improving property for off-street parking\n\nfacilities, including construction and equipment of buildings\n\nthereon;\n\n12. Constructing or improving pedestrian malls; or\n\n13.
