All money received by the city from any special assessment\n\nor assessment within a district shall be held in a special fund and\n\nused to:\n\n1. Pay the cost of the improvement for which the assessment was\n\nmade;\n\n2. Reimburse the city for any work performed or cost incurred\n\nby the city in constructing the improvement; or\n\n3. Pay the interest and principal due on any outstanding\n\nnegotiable bonds, including replenishment of debt service reserves,\n\nreimbursements to bond insurers or other providers of credit\n\nenhancement, and other payments required in connection with bonds\n\nissued to pay for improvements.\n\nB.
