Bonds were issued to finance the improvement; and\n\n2. The funds obtained by the bonds were spent for the\n\nimprovement; and\n\n3. The assessments were levied and collected for the payment of\n\nthe bonds; and\n\n4. Either the bondholders are barred by the statute of\n\nlimitations or a court judgment or decree from collecting the\n\nindebtedness; or\n\n5.
