No city or town shall exercise any of the powers conferred\n\nby this act unless the governing body of such city or town shall\n\nhave adopted a resolution finding that all or a portion of the\n\ncommercial, industrial or residential neighborhood seeking to be\n\nredeveloped contains blighted conditions and the conservation,\n\ndevelopment or redevelopment of such area is necessary to promote\n\nthe general and economic welfare of such city or town.\n\nB.
