Any city or town proposing to undertake the redevelopment of\n\na commercial, industrial or residential neighborhood in accordance\n\nwith the provisions of this act shall first prepare a redevelopment\n\nplan in consultation with the planning commission of the city. The\n\nredevelopment plan shall include:\n\n1. A description and map of the boundaries of the redevelopment\n\ndistrict being proposed;\n\n2. A summary of the blighted conditions which justify the\n\ncreation of such district;\n\n3. A delegation of authority to a public trust created pursuant\n\nto Section 176 et seq. of Title 60 of the Oklahoma Statutes,\n\nspecifying the name of the redevelopment trust which will undertake\n\nthe redevelopment activities on behalf of such city or town. If no\n\nredevelopment trust is then in existence, the redevelopment plan\n\nshall include a copy of the trust indenture or other document\n\ncreating the redevelopment trust;\n\n4. A summary of the types of redevelopment activities and\n\nprojects which may be undertaken by the redevelopment trust; and\n\n5. Such other information as deemed by the governing body\n\nnecessary to advise the public as to the intent of the plan.\n\nB. Any redevelopment plan undertaken in accordance with the\n\nprovisions of this act shall fix a date on which the redevelopment\n\nplan shall terminate, which date shall be not more than twenty-five\n\n(25) years from the date the plan was adopted.\n\nC. Thereafter, the governing body of the city shall adopt a\n\nresolution stating that the city is considering the adoption of a\n\nredevelopment plan. The resolution shall:\n\n1. Give notice that a public hearing will be held to consider\n\nthe adoption of the redevelopment plan, and fix the date, hour and\n\nplace of such public hearing;\n\n2. Describe the boundaries of the district being proposed; and\n\n3. State that the redevelopment plan is available for\n\ninspection during regular office hours in the office of the city\n\nclerk.\n\nD. The date fixed for the public hearing shall be not less than\n\nthirty (30) days nor more than seventy (70) days following the date\n\nof the adoption of the resolution fixing the date of such hearing.\n\nE. A copy of the redevelopment plan, along with a resolution\n\nproviding for the public hearing, shall be delivered to the county\n\ncommissioners of any county and the board of education of any school\n\ndistrict levying taxes on property within the proposed redevelopment\n\ndistrict. The resolution shall be published in a newspaper of\n\ngeneral circulation within the city or town as a legal, public\n\nnotice once each week for three (3) consecutive weeks, the last\n\npublication to be not less than one (1) week and not more than two\n\n(2) weeks preceding the date fixed for public hearing. A sketch\n\nclearly delineating the area in detail as may be necessary to advise\n\nthe reader of the particular land proposed to be included within the\n\nredevelopment district shall be published with the resolution.\n\nF. At the public hearing, a representative of the city shall\n\npresent the city's proposed redevelopment plan. Following such\n\nexplanation, all interested persons shall be given an opportunity to\n\nbe heard. The governing body may for good cause shown recess the\n\nhearing to a time and date certain which shall be fixed in the\n\npresence of persons in attendance at the hearing.\n\nG. Following the hearing, the governing body may adopt the\n\nredevelopment plan by ordinance passed upon a two-thirds (2/3) vote.\n\nSuch ordinance may include an acceptance of beneficial interest in\n\nany redevelopment trust being created pursuant to the terms of a\n\nredevelopment plan.\n\nH.
