Stat. tit. 11, § 11-40-113","heading":"Definitions","body":"The following terms, whenever used or referred to in this act,\n\nshall, unless a different intent clearly appears from the context,\n\nbe constructed to have the following meaning:\n\n1. \"Blighted conditions\" means conditions which, because of the\n\npresence of a majority of the following factors, substantially\n\nimpair or arrest the sound development and growth of the\n\nmunicipality or constitute an economic or social liability or are a\n\nmenace to the public health, safety, morals or welfare in its\n\npresent condition and use:\n\na. a substantial number of deteriorated or deteriorating\n\nstructures,\n\nb. predominance of defective or inadequate street layout,\n\nc. unsanitary or unsafe conditions,\n\nd. deterioration of site improvements,\n\ne. absentee ownership,\n\nf. tax or special assessment delinquency exceeding the\n\nfair value of the land,\n\ng. defective or unusual conditions of title,\n\nh. improper subdivision or obsolete platting or land\n\nuses,\n\ni. the existence of conditions which endanger life or\n\nproperty by fire and other causes, or\n\nj. conditions which create economic obsolescence, or\n\nareas containing obsolete, nonfunctioning or\n\ninappropriately developed structures;\n\n2. \"Governing body\" means the city council, city commission or\n\ntown board of trustees;\n\n3. \"Neighborhood\" means a contiguous geographic area within a\n\ncity or town that is characterized by a predominant building style\n\nor function, and may apply to residential, commercial or industrial\n\nareas;\n\n4. \"Program plan\" means a plan for the redevelopment of all or\n\na portion of a redevelopment district, which the governing body of a\n\ncity or town has found to contain blighted conditions, so that the\n\nclearance, replatting, rehabilitation or reconstruction thereof is\n\nnecessary to effectuate the purposes of this act;\n\n5. \"Project plan\" means a specific work or improvement to\n\neffectuate all or a portion of a program plan;\n\n6. \"Redevelopment\" shall mean the clearance, planning,\n\nconstruction, rehabilitation, or renovation of all or a portion of a\n\nredevelopment district, and the provision for such industrial,\n\ncommercial, retail, residential or public structures and spaces as\n\nmay be appropriate, including recreational and other facilities\n\nincidental or appurtenant thereto;\n\n7. \"Redevelopment district\" means that portion of a city or\n\ntown which the governing body of such city or town has found to\n\ncontain blighted conditions;\n\n8. \"Redevelopment plan\" means a plan for the redevelopment of\n\nall or a portion of a redevelopment district; and\n\n9. \"Redevelopment trust\" means a public trust established in\n\naccordance with Section 176 et seq. of Title 60 of the Oklahoma\n\nStatutes which has the power to undertake redevelopment activities.","path":["OK Code","Title 11"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os11.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"0beb5aca82d285aae3acf39d05e5b4cf79858e53e726139787f8a3602453a122","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-11-11-40-109","next":"us-ok/okla.-stat.-tit.-11-11-40-115"},"notice":"GroundRules: Original legal text.
