Stat. tit. 11, § 11-41-103","heading":"Base line - How formed","body":"At the time of surveying and platting, the owner of the\n\nmunicipality, addition or subdivision of lots and blocks, or his\n\nagent, shall form the base line from which future surveys are to be\n\nmade. The base line shall be formed by placing on the line of a\n\nstreet two good and sufficient monuments of such size and dimension\n\nas the surveyor shall direct.
