Stat. tit. 11, § 11-43-103","heading":"Purpose of regulations - Comprehensive plan","body":"Municipal regulations as to buildings, structures and land shall\n\nbe made in accordance with a comprehensive plan and be designed to\n\naccomplish any of the following objectives:\n\n1. To lessen congestion in the streets;\n\n2. To secure safety from fire, panic and other dangers;\n\n3. To promote health and the general welfare, including the\n\npeace and quality of life of the district;\n\n4. To provide adequate light and air;\n\n5. To prevent the overcrowding of land;\n\n6. To promote historical preservation;\n\n7. To avoid undue concentration of population; or\n\n8. To facilitate the adequate provision of transportation,\n\nwater, sewerage, schools, parks and other public requirements.\n\nThe regulations shall be made with reasonable consideration, among\n\nother things, as to the character of the district and its peculiar\n\nsuitability for particular uses, and with a view to conserving the\n\nvalue of buildings and encouraging the most appropriate use of land\n\nthroughout the municipality.
