Stat. tit. 11, § 11-44-109","heading":"Procedure for appeals to the board of adjustment","body":"The municipal governing body shall provide by ordinance for\n\nappeals from any action or decision of an administrative officer\n\nacting pursuant to any zoning ordinance to the board of adjustment\n\nin the following manner:\n\n1. Appeals from the action of any administrative officer to the\n\nboard of adjustment may be taken by any person aggrieved or by any\n\nofficer, department, board or bureau of the municipality affected by\n\nany decision of the administrative officer;\n\n2. An appeal shall be taken within the time limits as fixed by\n\nmunicipal ordinance by filing with the officer from whom the appeal\n\nis taken and by filing with the board of adjustment a notice of\n\nappeal specifying the grounds therefor. The officer from whom the\n\nappeal is taken shall forthwith transmit to the board of adjustment\n\ncertified copies of all the papers constituting the record of the\n\nmatter, together with a copy of the ruling or order from which the\n\nappeal is taken;\n\n3. An appeal stays all proceedings in furtherance of the action\n\nappealed from, unless the officer from whom the appeal is taken\n\ncertifies to the board of adjustment after the notice of appeal has\n\nbeen filed with him that by reason of facts stated in the\n\ncertificate a stay would in his opinion cause imminent peril to life\n\nor property. In such case the proceedings shall not be stayed\n\notherwise than by a restraining order which may be granted by the\n\nboard of adjustment or by a court of record on application or notice\n\nto the officer from whom the appeal is taken and on due cause shown;\n\nand\n\n4. The board of adjustment shall fix a reasonable time for the\n\nhearing of the appeal, give public notice thereof, as well as due\n\nnotice to the parties in interest, and decide the same within a\n\nreasonable time.
