Stat. tit. 11, § 11-47-106","heading":"General powers and duties","body":"It shall be the function and duty of the commission to make and\n\nadopt a master plan for the physical development of the\n\nmunicipality, including any area outside its boundaries which in the\n\ncommission's judgment bear relation to the planning of the\n\nmunicipality. The commission may cooperate with any county planning\n\ncommission having planning jurisdiction over such unincorporated\n\nareas in connection with the preparation of that portion of the\n\nmaster plan covering those areas. The plan, with the accompanying\n\nmaps, plats, charts, and descriptive matter shall show the\n\ncommission's recommendations for the development of the territory,\n\nincluding among other things, the general location, character, and\n\nextent of streets, viaducts, subways, bridges, waterways, water\n\nfronts, boulevards, parkways, playgrounds, squares, parks, aviation\n\nfields, and other public ways, grounds and open spaces; the general\n\nlocation of public buildings and other public property; also the\n\nremoval, relocation, widening, narrowing, vacating, abandonment,\n\nchange of use or extension of any of the foregoing ways, grounds,\n\nopen spaces, buildings, or property; as well as a zoning plan for\n\nthe control of the height, area, bulk, location, and use of\n\nbuildings and premises. As the work of making the whole master plan\n\nprogresses, the commission from time to time may adopt and publish a\n\npart or parts thereof, any such part to cover one or more major\n\nsections or divisions of the municipality, or one or more of the\n\nmatters listed above or other functional matters to be included in\n\nthe plan.
