Stat. tit. 11, § 11-47-107","heading":"Purposes of the plan","body":"In preparation of the plan, the commission shall make careful\n\nand comprehensive surveys and studies of present conditions and\n\nfuture growth of the municipality and with due regard to its\n\nrelation to neighboring territory.
