Stat. tit. 11, § 11-47-109","heading":"Legal status of official plan - Approval by commission","body":"Whenever the commission shall have adopted the master plan of\n\nthe municipality or of one or more major sections or districts\n\nthereof no street, square, park, or other public way, ground, or\n\nopen space, or public building or structure, or other government\n\nenterprise, shall be constructed or authorized in the municipality\n\nor in the planned section and district until the location, character\n\nand extent thereof shall have been submitted to and approved by the\n\ncommission. In the case of disapproval, the commission shall\n\ncommunicate its specific findings and reasons for disapproval in\n\nwriting to the council, which shall have the power to overrule the\n\ndisapproval by a recorded vote of not less than two-thirds of all\n\nits members. If the authorization or financing of the public way,\n\nground, space, building, structure, or other governmental\n\nenterprise, does not fall within the province of the council, under\n\nthe law or charter provisions governing same, the submission to the\n\ncommission shall be by the board, commission or body having\n\njurisdiction, and the commission's disapproval may be overruled by\n\nthe board, commission or body having jurisdiction by a vote of not\n\nless than two-thirds of all its members. If the sponsoring agency\n\nis appointive and not elected, the disapproval of the commission\n\ncannot be overridden except by a vote of not less than two-thirds of\n\nall the members of the council.
