Before the commission may exercise jurisdiction over\n\nsubdivision of land, it shall adopt regulations governing the\n\nsubdivision of land within its jurisdiction. The regulations may\n\nprovide for the proper arrangement of streets in relation to other\n\nexisting or planned streets and to the master plan, for adequate and\n\nconvenient open spaces for traffic, utilities, access of fire-\n\nfighting apparatus, recreation, light and air, or for the avoidance\n\nof congestion of population, including minimum width and area of\n\nlots.\n\nB. The regulations on subdivision of land may include\n\nprovisions as to the extent to which streets and other ways shall be\n\ngraded and improved and to which water and sewer and other utility\n\nmains, piping or other facilities shall be installed as a condition\n\nprecedent to the approval of the plat. The regulations or practice\n\nof the commission may provide for a tentative approval of the plat\n\nprevious to such installation; but any such tentative approval shall\n\nbe revocable for failure to comply with commitments on which the\n\ntentative approval was based, and shall not be entered on the plat.\n\nIn lieu of the completion of any improvements and utilities prior to\n\nthe final approval of the plat, the commission may accept an\n\nadequate bond satisfactory to the commission, with surety, to secure\n\nto the municipality the actual construction and installation of the\n\nimprovements or utilities at a time and according to specifications\n\nfixed by or in accordance with the regulations of the commission,\n\nand further conditioned that the developer will pay for all material\n\nand labor entering into the construction of the improvements. The\n\nmunicipality is hereby granted the power to enforce such bond by all\n\nappropriate legal and equitable remedies.\n\nC. Nothing in this section shall be construed as granting to\n\nany municipality or city planning commission the power to direct any\n\npublic utility to extend its services to any particular area.\n\nD.
