Stat. tit. 11, § 11-47-117","heading":"Improvements in unapproved streets","body":"The municipality shall not accept, lay out, open, improve,\n\ngrade, pave, curb, or light any street, or lay or authorize water\n\nmains or sewers or utility connections to be laid in any street,\n\nwithin any portion of territory for which the commission shall have\n\nadopted a major street plan, unless the street:\n\n1. Shall have been accepted or opened as or shall otherwise\n\nhave received the legal status of a public street prior to the\n\nadoption of the street plan; or\n\n2. Corresponds with a street shown on the official master plan\n\nor with a street on a subdivision plat approved by the commission or\n\nwith a street on a street plat made by and adopted by the\n\ncommission.\n\nHowever, the council may accept any street not shown on or not\n\ncorresponding with a street on the official master plan or on an\n\napproved subdivision plat or an approved street plat, provided the\n\nordinance or other measure accepting such street be first submitted\n\nto the city planning commission for its approval, and, if approved\n\nby the commission, be enacted or passed by not less than a majority\n\nof all the members of the council. If the ordinance or other\n\nmeasure accepting such street is disapproved by the commission, the\n\nordinance or measure may be enacted or passed by not less than two-\n\nthirds of all the members of the council.
