Stat. tit. 11, § 11-48-101","heading":"Authorization to provide retirement fund and system","body":"The governing body of any municipality may provide by ordinance\n\nfor a retirement fund and system for any or all of its employees and\n\nthe employees of a duly constituted authority of the municipality\n\nwhich are not otherwise provided for by a pension or retirement\n\nsystem. The governing body may establish said retirement system as\n\ndelayed compensation in order to encourage continuous and\n\nmeritorious service on the part of employees and thereby promote\n\npublic efficiency, and may provide retirement allowances and other\n\nbenefits for said employees, their surviving spouses, and surviving\n\nchildren. The retirement fund and system may include all municipal\n\nemployees whether they are engaged in a governmental or\n\nnongovernmental function of the municipality or the municipal\n\nauthority.
