There shall be an Oklahoma Firefighters Pension and\n\nRetirement Board which shall be composed of thirteen (13) members as\n\nfollows:\n\n1. Five members shall be the Board of Trustees of the Oklahoma\n\nFirefighters Association;\n\n2. One member shall be the President of the Professional Fire\n\nFighters of Oklahoma or his designee. The designee shall be a\n\nmember of the Professional Fire Fighters of Oklahoma;\n\n3. One member shall be the President of the Oklahoma State\n\nRetired Fire Fighters Association or his designee. The designee\n\nshall be a member of the Oklahoma State Retired Fire Fighters\n\nAssociation;\n\n4. One member shall be appointed by the Speaker of the House of\n\nRepresentatives;\n\n5. One member shall be appointed by the President Pro Tempore\n\nof the Senate;\n\n6. Two members shall be appointed by the President of the\n\nOklahoma Municipal League;\n\n7. One member shall be the State Insurance Commissioner or his\n\ndesignee; and\n\n8. One member shall be the Director of the Office of Management\n\nand Enterprise Services or his designee.\n\nB. 1. The terms of office of the members appointed to the\n\nState Board by the President of the Oklahoma Municipal League who\n\nare members of the State Board on the operative date of this act\n\nshall expire on July 1, 1989. The members appointed to fill the\n\npositions that expire on July 1, 1989, shall serve initial terms of\n\noffice as follows:\n\na. the term of office of one of the members appointed by\n\nthe President of the Oklahoma Municipal League shall\n\nexpire on July 1, 1990; and\n\nb. the term of office of one of the members appointed by\n\nthe President of the Oklahoma Municipal League shall\n\nexpire on July 1, 1992.\n\nThereafter, the terms of office of the members of the State\n\nBoard appointed by the President of the Oklahoma Municipal League\n\nshall be four (4) years.\n\n2. The term of office of the member appointed to the State\n\nBoard by the Speaker of the House of Representatives and the term of\n\noffice of the member appointed to the State Board by the President\n\nPro Tempore of the Senate who are members of the State Board on the\n\noperative date of this act shall expire on January 3, 1989. The\n\nmembers thereafter appointed shall serve terms of office of four (4)\n\nyears.\n\n3. Vacancies shall be filled for the unexpired term of office\n\nin the same manner as the original appointment was made.\n\nC. Those members appointed to the State Board by the President\n\nof the Oklahoma Municipal League, the Speaker of the House of\n\nRepresentatives and the President Pro Tempore of the Senate or who\n\nare designees of an ex officio member of the State Board shall:\n\n1. Have demonstrated professional experience in investment or\n\nfunds management, public funds management, public or private pension\n\nfund management or retirement system management; or\n\n2. Have demonstrated experience in the banking profession and\n\nhave demonstrated professional experience in investment or funds\n\nmanagement; or\n\n3. Be licensed to practice law in this state and have\n\ndemonstrated professional experience in commercial matters; or\n\n4. Be licensed by the Oklahoma Accountancy Board to practice in\n\nthis state as a public accountant or a certified public accountant.\n\nThe appointing authorities, in making appointments that conform\n\nto the requirements of this subsection, shall give due consideration\n\nto balancing the appointments among the criteria specified in\n\nparagraphs 1 through 4 of this subsection.\n\nD. No member of the State Board shall be a lobbyist registered\n\nin this state as provided by law.\n\nE. Notwithstanding any of the provisions of this section to the\n\ncontrary, any person serving as an appointed member of the State\n\nBoard on the operative date of this act shall be eligible for\n\nreappointment when the term of office of the member expires.\n\nF. The State Board shall elect one of its members as Chairman\nthe State Board shall be a lobbyist registered\n\nin this state as provided by law.\n\nE. Notwithstanding any of the provisions of this section to the\n\ncontrary, any person serving as an appointed member of the State\n\nBoard on the operative date of this act shall be eligible for\n\nreappointment when the term of office of the member expires.\n\nF. The State Board shall elect one of its members as Chairman\n\nat its annual meeting. The Chairman shall preside over meetings of\n\nthe State Board and perform such other duties as may be required by\n\nthe State Board. The State Board shall also elect another member to\n\nserve as Vice Chairman, and the Vice Chairman shall perform duties\n\nof Chairman in the absence of the latter or upon the Chairman's\n\ninability or refusal to act.\n\nG. Prior to February 6, 1995, the State Board shall be\n\nprevented from making any payment or granting any benefit, with the\n\nexception of disability benefits for which provisions are otherwise\n\nmade in Section 49-100.1 et seq. of this title, the actuarial\n\nliability for which has not been included in such Board's annual\n\nactuarial report prior to May 1, 1994.\n\nH.
