The State Board shall hold regular meetings in Oklahoma City\n\nat least once each quarter, the dates, time, and place to be fixed\n\nby the State Board. The State Board shall hold a regular meeting in\n\nJuly of each year which meeting shall be the annual meeting at which\n\nit shall elect its Chairman. Special meetings may be called upon\n\nwritten call of the Chairman or by agreement of any eight (8)\n\nmembers of the State Board. Notice of a special meeting shall be\n\ndelivered to all State Board members in person or by registered or\n\ncertified United States mail not less than seven (7) days prior to\n\nthe date fixed for the meeting; provided, however, that notice of\n\nsuch meeting may be waived by any member either before or after such\n\nmeeting and attendance at such meeting shall constitute a waiver of\n\nnotice of such meeting, unless a member participates therein solely\n\nto object to the transaction of any business because the meeting has\n\nnot been legally called or convened.\n\nB. Seven (7) State Board members shall constitute a quorum for\n\nthe transaction of business, but any official action of the State\n\nBoard shall be based upon a favorable vote by at least seven (7)\n\nState Board members at a regular or special meeting of the State\n\nBoard.\n\nC.
