Stat. tit. 11, § 11-49-104","heading":"Organization of board - Officers - Rules and other","body":"offices.\n\nThe mayor shall be an ex officio member and chairman of the\n\nlocal board, the municipal clerk shall be ex officio secretary, and\n\nthe municipal treasurer shall be ex officio treasurer of the local\n\nboard. The mayor shall have a casting vote with the members only\n\nwhen necessary to avoid a tie vote among them.
