Stat. tit. 11, § 11-5-101","heading":"City incorporating as a town - Procedure","body":"Any city may become an incorporated town. A petition for a city\n\nto become an incorporated town shall be filed with the board of\n\ncounty commissioners of the county in which the city is located. The\n\npetition shall:\n\n1. Be in writing; and\n\n2. Be signed by at least thirty-five percent (35%) of the\n\nregistered voters of the city, as shown by the preceding general\n\nelection.\n\nThe petition shall clearly express the desire of the petitioners to\n\nbecome incorporated as a town and shall be authenticated by the\n\naffidavit of at least one credible witness that the signatures are\n\ngenuine and that the signers of the petition are registered voters\n\nof the city. The petition shall include:\n\n1. The name of the city and of the proposed town;\n\n2. The survey and plat of the city;\n\n3. The resident population according to the latest federal\n\ncensus or other census recognized by the laws of Oklahoma;\n\n4. The description and name of the proposed town wards; and\n\n5.
