There shall be an Oklahoma Police Pension and Retirement\n\nBoard which shall be composed of thirteen (13) members as follows:\n\n1. Seven members shall be elected as follows:\n\na. One member shall be elected to represent State Board\n\nDistrict 1. State Board District 1 shall include that\n\narea of the state, except for any area comprising\n\nOklahoma City, that is north of Interstate Highway 40\n\nand west of Interstate Highway 35;\n\nb. One member shall be elected to represent State Board\n\nDistrict 2. State Board District 2 shall include that\n\narea of the state, except for any area comprising\n\nOklahoma City, that is south of Interstate Highway 40\n\nand west of Interstate Highway 35;\n\nc. One member shall be elected to represent State Board\n\nDistrict 3. State Board District 3 shall include that\n\narea of the state, except for any area comprising\n\nOklahoma City or Tulsa, that is north of Interstate\n\nHighway 40 and east of Interstate Highway 35;\n\nd. One member shall be elected to represent State Board\n\nDistrict 4. State Board District 4 shall include that\n\narea of the state, except for any area comprising\n\nOklahoma City, that is south of Interstate Highway 40\n\nand east of Interstate Highway 35;\n\ne. One member shall be elected to represent State Board\n\nDistrict 5. State Board District 5 shall include that\n\narea of the state comprising the City of Tulsa;\n\nf. One member shall be elected to represent State Board\n\nDistrict 6. State Board District 6 shall include that\n\narea of the state comprising the City of Oklahoma\n\nCity; and\n\ng. One member shall be elected to represent State Board\n\nDistrict 7. State Board District 7 shall include the\n\nentire area of the state.\n\nThe members elected to represent State Board Districts 1 through 6\n\nshall be active members of the System and work for a participating\n\nmunicipality whose police department is physically located within\n\nthe State Board District. The member elected to represent State\n\nBoard District 7 shall be a retired member of the System. Elections\n\nfor the State Board Districts shall be held within six (6) months of\n\nthe date of the expiration of the term of office of a member or of\n\nthe date a vacancy occurs on such dates that are set by the State\n\nBoard. The initial term of office for State Board Districts 2, 5\n\nand 7 shall begin on July 1, 1989. The initial term of office for\n\nState Board Districts 3 and 6 shall begin on July 1, 1990. The\n\ninitial term of office for State Board Districts 1 and 4 shall begin\n\non July 1, 1991. The term of office of the elected members shall be\n\nthree (3) years. Only members of the System working for a\n\nparticipating municipality whose police department is physically\n\nlocated within the respective State Board Districts may participate\n\nin the election process for State Board Districts 1 through 6. Only\n\nretired members of the System may participate in the election\n\nprocess for State Board District 7.\n\n2. One member shall be appointed by the Speaker of the House of\n\nRepresentatives;\n\n3. One member shall be appointed by the President Pro Tempore\n\nof the Senate;\n\n4. One member shall be appointed by the Governor;\n\n5. One member shall be appointed by the President of the\n\nOklahoma Municipal League;\n\n6. One member shall be the State Insurance Commissioner or the\n\nCommissioner's designee; and\n\n7. One member shall be the Director of the Office of Management\n\nand Enterprise Services or the Director's designee.\n\nB. 1. The term of office of the member appointed to the State\n\nBoard by the Speaker of the House of Representatives and the term of\n\noffice of the member appointed to the State Board by the President\n\nPro Tempore of the Senate who are members of the State Board on the\n\noperative date of this act, shall expire on January 3, 1989. The\nManagement\n\nand Enterprise Services or the Director's designee.\n\nB. 1. The term of office of the member appointed to the State\n\nBoard by the Speaker of the House of Representatives and the term of\n\noffice of the member appointed to the State Board by the President\n\nPro Tempore of the Senate who are members of the State Board on the\n\noperative date of this act, shall expire on January 3, 1989. The\n\nmembers thereafter appointed by the Speaker of the House of\n\nRepresentatives and by the President Pro Tempore of the Senate shall\n\nserve terms of office of four (4) years.\n\n2. The term of office of the member appointed by the Governor\n\nwho is a member of the State Board on the operative date of this act\n\nshall expire on January 14, 1991. The members thereafter appointed\n\nby the Governor shall serve a term of office of four (4) years which\n\nis coterminous with the term of office of the office of the\n\nappointing authority.\n\n3. The initial term of office of the member appointed by the\n\nPresident of the Oklahoma Municipal League shall expire on July 1,\n\n1990. The members thereafter appointed by the President of the\n\nOklahoma Municipal League shall serve terms of office of four (4)\n\nyears.\n\n4. Any vacancy that occurs shall be filled for the unexpired\n\nterm in the same manner as the office was previously filled.\n\nC. The members appointed to the State Board by the Speaker of\n\nthe House of Representatives, the President Pro Tempore of the\n\nSenate, the Governor and the President of the Oklahoma Municipal\n\nLeague or who are designees of an ex officio member of the State\n\nBoard shall:\n\n1. Have demonstrated professional experience in investment or\n\nfunds management, public funds management, public or private pension\n\nfund management or retirement system management;\n\n2. Have demonstrated experience in the banking profession and\n\nhave demonstrated professional experience in investment or funds\n\nmanagement;\n\n3. Be licensed to practice law in this state and have\n\ndemonstrated professional experience in commercial matters; or\n\n4. Be licensed by the Oklahoma Accountancy Board to practice in\n\nthis state as a public accountant or a certified public accountant.\n\nThe appointing authorities, in making appointments that conform\n\nto the requirements of this subsection, shall give due consideration\n\nto balancing the appointments among the criteria specified in\n\nparagraphs 1 through 4 of this subsection.\n\nD. No member of the State Board shall be a lobbyist registered\n\nin this state as provided by law.\n\nE. Notwithstanding any of the provisions of this section to the\n\ncontrary, any person serving as an appointed member of the State\n\nBoard on the operative date of this act shall be eligible for\n\nreappointment when the term of office of the member expires.\n\nF. The State Board shall elect one of its members as Chairman\n\nat its annual meeting. The Chairman shall preside over meetings of\n\nthe State Board and perform such other duties as may be required by\n\nthe State Board.
