The State Board shall hold regular meetings in Oklahoma City\n\nat least once each quarter, the dates, time, and place thereof to be\n\nfixed by the State Board. The State Board shall hold a regular\n\nmeeting in July of each year which meeting shall be the annual\n\nmeeting at which it shall elect its Chairman. Special meetings may\n\nbe called upon written call of the Chairman or by agreement of any\n\neight (8) members of the State Board. Notice of a special meeting\n\nshall be mailed to all State Board members not less than seven (7)\n\ndays prior to the date fixed for the meeting; provided, however,\n\nthat notice of such meeting may be waived by any member either\n\nbefore or after such meeting and attendance at such meeting shall\n\nconstitute a waiver of notice of such meeting, unless a member\n\nparticipates therein solely to object to the transaction of any\n\nbusiness because the meeting has not been legally called or\n\nconvened.\n\nB. Seven (7) State Board members shall constitute a quorum for\n\nthe transaction of business, but any official action of the State\n\nBoard shall be based upon a favorable vote by at least seven (7)\n\nState Board members at a regular, special, or emergency meeting of\n\nthe State Board.\n\nC.
