The State Board shall be responsible for the policies and\n\nrules for the general administration of the System, subject to the\n\nprovisions of this article.\n\nB. The State Board shall establish rules and regulations for\n\nthe administration of the System and for the transaction of its\n\nbusiness consistent with law, which rules and regulations shall be\n\nfiled with the Secretary of State.\n\nC. The State Board shall be responsible for the installation or\n\nprovision of a complete and adequate system of accounts and records.\n\nD. All meetings of the State Board shall be open to the public.\n\nThe State Board shall keep a record of its proceedings.\n\nE. The State Board may adopt all necessary actuarial tables to\n\nbe used in the operation of the System as recommended by the actuary\n\nand may compile such additional data as may be necessary for\n\nrequired actuarial valuation calculations.\n\nF. All decisions of the State Board as to questions of fact\n\nshall be final and conclusive on all persons except for the right of\n\nreview as provided by law and except for fraud or such gross mistake\n\nof fact as to have effect equivalent to fraud.\n\nG.
