Stat. tit. 11, § 11-50-134","heading":"Operation, administration and management of System -","body":"Responsibilities.\n\nA. The State Board shall be responsible for the operation,\n\nadministration and management of the System.\n\n1. In order to carry out the responsibilities imposed upon them\n\nby law, the State Board shall appoint such advisors, consultants,\n\nagents and employees, each of whom may be such individual, firm or\n\ncorporation as shall be deemed necessary or advisable and approved\n\nby the State Board. Such individuals, firms or corporations may be\n\nretained or employed in such manner and upon such terms as shall\n\nseem appropriate and proper to the State Board, either by contract\n\nor retainer, by regular full- or part-time employment or by such\n\nother arrangements as shall be satisfactory to the State Board and\n\nshall be subject to such bonding requirements as shall be\n\nestablished by the State Board. The fees, commissions, salaries and\n\nother compensation of such advisors, consultants, agents or\n\nemployees shall be paid by the State Board from the Fund.\n\n2. Notwithstanding any statute, regulation or rule to the\n\ncontrary, the State Board may obtain from any participating\n\nmunicipality and the Council on Law Enforcement Education and\n\nTraining information for the purpose of the System performing an\n\naudit to determine any person's eligibility for membership in the\n\nSystem pursuant to Section 50-112 of this title. The State Board\n\nalso may obtain from any participating municipality information for\n\nthe purpose of the System performing an audit of such participating\n\nmunicipality to ensure compliance with the System's statutes or\n\nrules, including, but not limited to, information with respect to\n\nmember compensation necessary to determine the amounts that should\n\nbe included in or excluded from a member's paid base salary and the\n\naccuracy of amounts upon which member contributions are made. Any\n\ninformation received by the State Board pursuant to this paragraph\n\nshall be kept confidential by the System to the extent required by\n\nany applicable statute, regulation or rule.\n\nB. The Executive Director shall perform the duties and services\n\nindicated below and such other duties and services as may, from time\n\nto time, be requested or directed by the State Board, and who shall\n\nbe responsible to the State Board and shall attend all regular\n\nmeetings of the State Board.\n\nThe Executive Director shall be responsible to the State Board\n\nfor the day-to-day operation of the System, and shall on behalf of\n\nthe State Board:\n\n1. Be responsible for the transmittal of communications from\n\nthe State Board to the participating municipalities;\n\n2. Receive payroll and employment reports from participating\n\nmunicipalities and maintain current employment, earnings and\n\ncontribution data on each covered member of each participating\n\nmunicipality;\n\n3. Coordinate the activities of all other advisors,\n\nconsultants, agents or employees appointed by the State Board;\n\n4. Maintain all necessary records reflecting the operation and\n\nadministration of the System and submit detailed reports thereof to\n\nthe State Board at each regular meeting of the State Board and at\n\nsuch other time or times as requested by the State Board;\n\n5. Process all claims for payment of benefits or expenses for\n\napproval by the State Board;\n\n6. File on behalf of the State Board such reports or other\n\ninformation as shall be required by any state or federal law or\n\nregulations; and\n\n7.
