Except as provided in subsection B of this section, any\n\nperson receiving benefits from the Oklahoma Police Pension and\n\nRetirement System as of June 30, 1999, who continues to receive\n\nbenefits on or after July 1, 2000, shall receive a four and seven-\n\ntenths percent (4.7%) increase in said benefits on July 1, 2000.\n\nB.
