Stat. tit. 11, § 11-51-109","heading":"Factors to be considered","body":"The arbitrators shall conduct the hearings and render their\n\ndecision upon the basis of a prompt, peaceful and just settlement of\n\nall submitted disputes between the firefighters or police officers\n\nand the corporate authorities. The factors, among others, to be\n\ngiven weight by the arbitrators in arriving at a decision shall\n\ninclude:\n\n1. Comparison of wage rates, insurance, retirement, other\n\nfringe benefits or hourly conditions of employment of the fire\n\ndepartment or police department in question with prevailing wage\n\nrates or hourly conditions of employment of skilled employees of the\n\nbuilding trades and industry in the local operating area involved;\n\n2. Comparison of wage rates, insurance, retirement, other\n\nfringe benefits or hourly conditions of employment of the fire\n\ndepartment or police department in question with wage rates or\n\nhourly conditions of employment maintained for the same or similar\n\nwork of employees exhibiting like or similar skills under the same\n\nor similar working conditions in the local operating area involved;\n\n3. Comparison of wage rates, insurance, retirement, other\n\nfringe benefits or hourly conditions of employment of the fire\n\ndepartment or police department in question with wage rates or\n\nhourly conditions of employment of fire departments or police\n\ndepartments in cities, towns or other political subdivisions of\n\ncomparable size and economic status both within and without the\n\nState of Oklahoma;\n\n4. Interest and welfare of the public and revenues available to\n\nthe municipality; or\n\n5.
