Stat. tit. 11, § 11-6-101","heading":"Proposal for consolidation - Terms and conditions -","body":"Approval by governing bodies.\n\nAny two or more municipalities lying adjacent to each other may\n\nconsolidate and become one municipal corporation. A proposal for\n\nconsolidation shall be prepared by the governing body of a\n\nmunicipality when:\n\n1. A resolution of the governing body so directs; or\n\n2. A petition signed by at least twenty-five percent (25%) of\n\nthe registered voters of the municipality, as shown by the preceding\n\ngeneral election, is filed with the governing body.\n\nThe proposal shall then be submitted to the governing body of an\n\nadjacent municipality for its approval. When the proposal is\n\napproved, the governing bodies of the municipalities to be\n\nconsolidated, or their representatives, shall prepare the terms and\n\nconditions of the consolidation. The terms and conditions of\n\nconsolidation shall provide for the transition of officers and\n\nemployees of each municipality which is to be consolidated.
