Each person elected or appointed for the first time as an\n\nofficer of a municipality as defined by paragraph 6 of Section 1-102\n\nof this title, shall be required within one (1) year after taking\n\nthe oath of office to attend an institute for municipal officials.\n\nThe Institute shall be conducted at all times, in cooperation with\n\nthe Oklahoma Department of Career and Technology Education, by or\n\nunder the supervision of a statewide organization that is exempt\n\nfrom taxation under federal law and designated pursuant to the\n\nprovisions of the Internal Revenue Code, 26 U.S.C., Section 170(a).\n\nThe statewide organization shall demonstrate to the Oklahoma\n\nDepartment of Career and Technology Education that it has\n\nrepresented municipalities, had statutory functions and conducted\n\ntraining programs for municipalities for at least fifteen (15) years\n\nprior to November 1, 2005. It shall further demonstrate that its\n\ncontinuous official purpose is to promote the general welfare of\n\ncities and towns, to foster or conduct schools, short courses and\n\nother training sessions, to provide technical assistance and\n\nconsultive services and other aids for the improvement and increased\n\nefficiency of city and town government, and to serve as the\n\nrepresentative of cities and towns in carrying out the duties and\n\nprerogatives conferred on it by state law.\n\nB. The Institute shall consist of eight (8) hours of\n\ninstruction. A certificate of completion shall be awarded to those\n\npersons who attend and successfully complete the Institute and a\n\nlist of those persons shall be filed with the Oklahoma Department of\n\nCareer and Technology Education.\n\nC. The curriculum for the Institute shall include, but not be\n\nlimited to: municipal budget requirements, the Oklahoma Open\n\nMeeting Act, the Oklahoma Open Records Act, ethics, procedures for\n\nconducting meetings, conflict of interest, and purchasing\n\nprocedures.\n\nD. The Institute shall be held at a minimum of six regional\n\nlocations in the state. Every effort shall be made by the Institute\n\nto accommodate training through long-distance learning.\n\nE. A person elected or appointed to a municipal office who\n\nfails to satisfy the education requirements of this section shall\n\ncease to hold the office commencing at the next scheduled meeting of\n\nthe governing body following the first-year anniversary of the\n\nperson’s taking the oath of office.\n\nF. At the time of filing, the designated statewide organization\n\nshall provide the necessary information to the candidate of the\n\noption for attendance at the Institute as provided for in this\n\nsection.
