Stat. tit. 11, § 11-9-105","heading":"Mayor- Duties as chief executive officer","body":"The mayor shall be chief executive officer of the administrative\n\nbranch of the government of the city. The mayor shall be recognized\n\nas the head of the city government for all ceremonial purposes and\n\nby the Governor for purposes of military law. The mayor shall:\n\n1. appoint, subject to confirmation by the city council, a city\n\nattorney and all heads or directors of administrative departments\n\nincluding members of boards and commissions and shall appoint all\n\nother administrative officers and employees of the city; and\n\n2. sign the commissions and appointments of all officers,\n\nelected or appointed; and\n\n3. remove or suspend city officers or employees against whom\n\ncharges of incompetency, neglect, or violation of duty are made,\n\nuntil such time as the council shall take action on the charges; and\n\n4. supervise and control all administrative departments, agencies,\n\nofficers, and employees, act promptly on a charge of neglect or\n\nviolation of duty of any officer or employee, and require any\n\nofficer to account for and report to the council in writing on any\n\nsubject pertaining to the duties, powers, or functions of the\n\nofficer when the mayor deems necessary; and\n\n5. prepare a budget annually and submit it to the council. The\n\nmayor shall be responsible for the administration of the budget\n\nafter it goes into effect; and\n\n6. keep the council advised of the financial condition and\n\nfuture needs of the city. The mayor shall submit to the council a\n\nreport after the end of the fiscal year on the finances and\n\nadministrative activities of the city for the preceding year; and\n\n7. make recommendations to the council of measures for the\n\nwell-being of the city; and\n\n8. enforce the city ordinances; and\n\n9. grant pardons for violation of city ordinances, including\n\nthe remission of fines and costs, subject to the approval of the\n\ncouncil.
