Stat. tit. 11, § 11-9-107","heading":"Election of council president - Duties","body":"The council shall elect from among its members a president of\n\nthe city council. The council president shall be elected in each\n\nodd-numbered year at the first council meeting held after council\n\nterms begin, or as soon thereafter as practicable, and he shall\n\nserve until his successor has been elected and qualified. The\n\ncouncil president shall act as mayor during the absence, disability\n\nor suspension of the mayor. He shall preside at all meetings of the\n\ncouncil in the absence of the mayor and while presiding in the place\n\nof the mayor, he shall have all the powers, rights, privileges and\n\nduties as other members of the council.
