Stat. tit. 11, § 11-9-108","heading":"Powers vested in council - Designated powers","body":"Except as otherwise provided in this article, all powers of a\n\nstatutory aldermanic city, including the determination of matters of\n\npolicy, shall be vested in the council. Without limitation of the\n\nforegoing, the council may:\n\n1. Enact municipal legislation subject to such limitations as\n\nmay now or hereafter be imposed by the Oklahoma Constitution and\n\nlaw;\n\n2. Raise revenue, make appropriations, regulate salaries and\n\nwages, and all other fiscal affairs of the city, subject to such\n\nlimitations as may now or hereafter be imposed by the Oklahoma\n\nConstitution and law;\n\n3. Inquire into the conduct of any office, department or agency\n\nof the city, and investigate municipal affairs, or authorize and\n\nprovide for such inquiries; and\n\n4.
