An enforcement action that is brought in the name of this\n\nstate or a political subdivision of this state by the Attorney\n\nGeneral or a district attorney;\n\n2. A legal action brought against a person primarily engaged in\n\nthe business of selling or leasing goods or services, if the\n\nstatement or conduct the action is based upon arises out of the sale\n\nor lease of goods, services, or an insurance product, insurance\n\nservices, or a commercial transaction in which the intended audience\n\nis an actual or potential buyer or customer;\n\n3. A legal action seeking recovery for bodily injury, wrongful\n\ndeath or survival or to statements made regarding that legal action;\n\n4. A legal action brought under the Oklahoma Insurance Code or\n\narising out of an insurance contract; or\n\n5.
