In any legislative or judicial proceeding or any other\n\nproceeding authorized by law;\n\nSecond. In the proper discharge of an official duty;\n\nThird. By a fair and true report of any legislative or judicial\n\nor other proceeding authorized by law, or anything said in the\n\ncourse thereof, and any and all expressions of opinion in regard\n\nthereto, and criticisms thereon, and any and all criticisms upon the\n\nofficial acts of any and all public officers, except where the\n\nmatter stated of and concerning the official act done, or of the\n\nofficer, falsely imputes crime to the officer so criticized.\n\nB.
