Stat. tit. 12, § 12-1651","heading":"Determination of rights, status or other legal relations","body":"- Exceptions.\n\nDistrict courts may, in cases of actual controversy, determine\n\nrights, status, or other legal relations, including but not limited\n\nto a determination of the construction or validity of any foreign\n\njudgment or decree, deed, contract, trust, or other instrument or\n\nagreement or of any statute, municipal ordinance, or other\n\ngovernmental regulation, whether or not other relief is or could be\n\nclaimed, except that no declaration shall be made concerning\n\nliability or nonliability for damages on account of alleged tortious\n\ninjuries to persons or to property either before or after judgment\n\nor for compensation alleged to be due under workers' compensation\n\nlaws for injuries to persons.
