When a declaratory relief is sought, all persons shall be\n\nmade parties who have or claim any interest which would be affected\n\nby the declaration, and no declaration shall prejudice the rights of\n\npersons not parties to the proceeding.\n\nB. The venue of the action shall be established by existing\n\nstatutes; provided, however, where the action involves an individual\n\ndefendant, the venue shall be in the county of the defendant’s\n\nresidence or where the defendant may be served with summons. If the\n\naction involves two or more defendants who reside in different\n\ncounties, the venue shall be in any county where any defendant\n\nresides or may be served with summons. Where the action has as a\n\ndefendant the Department of Corrections, the Board of Corrections or\n\nany of the agents, officers or employees of the Department or Board,\n\nthe venue shall be in the county of the official residence of the\n\nDepartment or Board.\n\nC.
