To establish and maintain an alternative dispute resolution\n\nsystem, court costs in the amount of Seven Dollars ($7.00) shall be\n\ntaxed, collected, and paid as other court costs in all civil cases.\n\nThe fee of an initiating or responding party shall be waived by\n\nthe center upon receipt of an affidavit in forma pauperis executed\n\nunder oath by such party.\n\nB.
