Judicial notice may be taken by the court of:\n\n1. Private acts and resolutions of the Congress of the United\n\nStates and of the Legislature of this state, and duly enacted\n\nordinances and duly published regulations of governmental\n\nsubdivisions or agencies of this state or the United States; and\n\n2. The laws of foreign countries.\n\nC.
