In exceptional circumstances a statement not covered by\n\nSection 2803, 2804, 2805, or 2806 of this title but possessing\n\nequivalent, though not identical, circumstantial guarantees of\n\ntrustworthiness, is not excluded by the hearsay rule if the court\n\ndetermines that:\n\n1. The statement is offered as evidence of a fact of\n\nconsequence;\n\n2. The statement is more probative on the point for which it is\n\noffered than any other evidence that the proponent can procure\n\nthrough reasonable efforts; and\n\n3. The general purposes of this Code and the interests of\n\njustice will best be served by admission of the statement into\n\nevidence.\n\nB. The court shall state on the record the circumstances that\n\nsupport its determination of the admissibility of the statement\n\noffered pursuant to subsection A of this section.\n\nC.
