Stat. tit. 12, § 12-3241","heading":"Judicial or administrative approval of transfer of","body":"payment - Required findings.\n\nNo direct or indirect transfer of structured settlement payment\n\nrights shall be effective and no structured settlement obligor or\n\nannuity issuer shall be required to make any payment directly or\n\nindirectly to any transferee of structured settlement payment rights\n\nunless the transfer has been approved in advance in a final court\n\norder or order of a responsible administrative authority based on\n\nexpress findings by such court or responsible administrative\n\nauthority that:\n\n1. The transfer is in the best interest of the payee, taking\n\ninto account the welfare and support of the payee’s dependents;\n\n2. The payee has been advised in writing by the transferee to\n\nseek independent professional advice regarding the transfer and has\n\neither received the advice or knowingly waived the advice in\n\nwriting; and\n\n3.
