Pursuant to 13 U.S. Code, Section 141(c), the United States\n\nCensus Bureau is required to transmit to each state by April 1,\n\n2021, the tabulations of population of that state as determined by\n\nthe Federal Decennial Census. The U.S. Census Bureau failed to meet\n\nthe deadline which necessitates the use of the best alternative\n\npopulation data to accomplish the legislative redistricting\n\nrequirements set forth in the Oklahoma Constitution;\n\n2. The United States Census Bureau's American Community Survey\n\nis the best alternative to the Federal Decennial Census as the\n\nAmerican Community Survey Five-Year Data for the years 2015 to 2019\n\nis the best population data available for legislative redistricting;\n\nand\n\n3.
