On written request, the Administrator shall set a hearing\n\nbefore an independent hearing examiner to determine an applicant's\n\nqualifications for licensure if:\n\n1. The Administrator has notified the applicant in writing of\n\nthe denial of the application; or\n\n2. The Administrator has not issued a license not later than\n\nthe 60th day after the date the applicant filed the application.\n\nB.
