Stat. tit. 15, § 15-140.6","heading":"Promulgation of rules","body":"The Insurance Commissioner shall promulgate rules necessary to\n\nenforce the provisions of Section 140.2 et seq. of this title.\n\nAfter proper notice and opportunity for hearing the Commissioner may\n\ntake either or both of the following actions:\n\n1. Order the creditor, provider, administrator, or any other\n\nperson not in compliance with Section 140.2 et seq. of this title to\n\ncease and desist from product related operations which are in\n\nviolation of Section 140.2 et seq. of this title; or\n\n2. Impose a penalty not to exceed Five Hundred Dollars\n\n($500.00) per violation and no more than Ten Thousand Dollars\n\n($10,000.00) for aggregated violations of a similar nature.
