The Commissioner believes that:\n\na. an unauthorized service warranty association is\n\nengaging in the business of service warranties in\n\nviolation of the Service Warranty Act, or\n\nb. an unauthorized person engaged in the business of\n\nservice warranties acting in violation of the Service\n\nWarranty Act is committing an unfair method of\n\ncompetition or an unfair or deceptive act or practice\n\nin violation of Section 141.26 of Title 15 of the\n\nOklahoma Statutes; or\n\n2.
