The Corporation Commission shall take action as necessary to\n\ncause the expansion of Wide Area Calling Plans to include every\n\nlocal telephone exchange which is the sole unincluded exchange\n\nseated in a county where all the other exchanges seated in said\n\ncounty are already included in a Wide Area Calling Plan.\n\nB. For the purposes of this section, \"seated\" shall mean the\n\nplace at which the central switch for the local exchange is sited.\n\nC. The expansion shall be revenue neutral with respect to the\n\naffected local exchange companies.\n\nD.
