An information provider that does business in this state\n\nshall not direct information delivery services to children under the\n\nage of twelve (12) years unless the information provider complies\n\nwith the following provisions:\n\n1. Interactive calls where children under the age of twelve\n\n(12) years can speak to other children under the age of twelve (12)\n\nyears are prohibited;\n\n2. Programs directed to children under the age of twelve (12)\n\nwhere the children are asked to provide their names, addresses,\n\ntelephone numbers, or other identifying information are prohibited;\n\n3. Advertisements for information delivery services that are\n\ndirected to children under the age of twelve (12) years must contain\n\na visual disclosure, in the case of print and broadcast advertising,\n\nand audibly in the case of broadcast advertising, that clearly and\n\nconspicuously states that children under the age of twelve (12)\n\nyears must obtain parental consent before placing a call to the\n\nadvertised number;\n\n4. Program messages that encourage children under the age of\n\ntwelve (12) years to make increased numbers of calls in order to\n\nobtain progressively more valuable prizes, awards, or similarly\n\ndenominated items are prohibited;\n\n5. Advertisements for information delivery services that are\n\ndirected to children under the age of twelve (12) years must\n\ncontain, in age-appropriate language, an accurate description of the\n\nservices being provided. In the case of print advertising, the\n\ninformation must be clear and conspicuous and in the case of\n\nbroadcast advertising, it must be clearly and conspicuously visually\n\ndisplayed and verbally disclosed in an audible, clear, articulated\n\nmanner; and\n\n6. Program messages that are directed to children under the age\n\nof twelve (12) years that employ broadcast advertising where an\n\nelectronic tone signal is emitted during the broadcast of the\n\nadvertisement that automatically dials the program message are\n\nprohibited.\n\nB. Every local exchange company or interexchange carrier\n\nproviding billing and collection services for pay-per-call services\n\ndoing business in this state shall remove pay-per-call service\n\ncharges from the subscriber's bill upon complaint of the subscriber\n\nthat the caller to the pay-per-call service was under the age of\n\ntwelve (12) years and the information provider failed to comply with\n\nthe provisions of Section 3 of this act.","path":["OK Code","Title 17"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os17.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"dae1e0e8eaf5b90c8a851b7c527d1eca64069d2872221cb9fa9a11c800012627","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-17-17-140.2","next":"us-ok/okla.-stat.-tit.-17-17-140.4"},"notice":"GroundRules: Original legal text.
