Any landowner who has, through a lease, easement, or other\n\narrangement, allowed a wind turbine foundation to be placed on the\n\nproperty of the landowner and who is paid based on the amount of\n\nelectrical energy produced from the conversion of wind energy shall\n\nhave the right to inspect the records of the owner or operator of\n\nthe wind turbine or wind energy facility for the purposes of\n\nconfirming the accuracy of any payments made to the landowner within\n\nthe past twenty-four (24) months.\n\nB. The owner or operator of any wind turbine or wind energy\n\nfacility, any portion of which is located in this state, upon\n\nrequest of a landowner with the right to inspect records as set\n\nforth in subsection A of this section and within a reasonable time,\n\nbut no more than once per calendar year, shall make available within\n\nthe state all records, documents, data, and other information, or\n\ncopies thereof, as are necessary for a landowner to conduct the\n\ninspection specified in subsection A of this section. The records\n\nshall be made available in a location and manner that affords a\n\nlandowner reasonable access to the records during normal business\n\nhours. The landowner shall be permitted a reasonable length of time\n\nto complete the inspection and shall not cause undue disruption to\n\nthe operations of the owner or operator during the inspection.
