Stat. tit. 17, § 17-190.2","heading":"Purpose of act - Goals of restructured electric utility","body":"industry.\n\nThe purpose of this act is provide for the orderly restructuring\n\nof the electric utility industry in the State of Oklahoma in order\n\nto allow direct access by retail consumers to the competitive market\n\nfor the generation of electricity while maintaining the safety and\n\nreliability of the electric system in this state.\n\nA competitive and diverse retail electric market should result\n\nin lower electricity prices for consumers, create business\n\nopportunities, and encourage the development of increased and\n\nenhanced services.\n\nMonopoly utility regulation has been used as a substitute for\n\ncompetition in the supply of electricity, but recent changes in the\n\nenergy marketplace and technology as well as the passage of the\n\nNational Energy Policy Act of 1992 and implementation of Order No.\n\n888 by the Federal Energy Regulatory Commission have resulted in\n\nincreased competition in the electric generation industry. The\n\nintroduction of consumer choice in retail electric energy suppliers\n\nwill result in market forces rather than regulation determining the\n\ncost and quality of electricity for all consumers.\n\nRestructuring of the electric utility industry to provide\n\ngreater competition and more efficient regulation is a national\n\ntrend and the State of Oklahoma must aggressively pursue\n\nrestructuring and increased consumer choice in order to provide\n\nelectric generation service at the lowest and most competitive\n\nrates.\n\nThe primary goals of a restructured electric utility industry\n\nare as follows:\n\n1. To reduce the cost of electricity for as many consumers as\n\npossible, helping industry to be more competitive, to create more\n\njobs in this state and help lower the cost of government by reducing\n\nthe amount and type of regulation now paid for by taxpayers;\n\n2. To encourage the development of a competitive electricity\n\nindustry through the unbundling of prices and services and\n\nseparation of generation services from transmission and distribution\n\nservices;\n\n3. To enable retail electric energy suppliers to engage in fair\n\nand equitable competition through open, equal and comparable access\n\nto transmission and distribution systems and to avoid wasteful\n\nduplication of facilities;\n\n4. To ensure that direct access by retail consumers to the\n\ncompetitive market for generation be implemented in the State of\n\nOklahoma by July 1, 2002; and\n\n5. To ensure that proper standards of safety, reliability and\n\nservice are maintained in a restructured electric service industry.\n\nIt is in the best interest of the citizens of this state to\n\nefficiently and expeditiously move forward to increased competition\n\nin the generation and sale of electric energy.
