There is hereby created a Joint Electric Utility\n\nRestructuring Task Force which shall be composed of the members of\n\nthe Oklahoma State Senate Energy and Environment Committee and the\n\nOklahoma House of Representatives Energy and Technology Committee\n\nand the Chair of the Corporation Commission, or designee. The task\n\nforce shall be jointly chaired by the chairs and co-chairs of the\n\nSenate and House committees.\n\nB. A majority of the members serving on the task force shall\n\nconstitute a quorum. The task force shall meet at such times and\n\nplaces as it deems necessary to perform its duties as specified\n\nherein. Meetings shall be at the call of the chairs.\n\nC. The task force shall study the following issues:\n\n1. The ability of a municipality to annex and serve customers\n\ninside the territory of another electric provider;\n\n2. The condemnation and re-use of electric facilities;\n\n3. The statutory prohibition on consumer switching electric\n\nservice providers established in Section 190.7 of Title 17 of the\n\nOklahoma Statutes;\n\n4. Court rulings and pending litigation filed as a result of\n\ninterpretations of the Electric Restructuring Act of 1997, Sections\n\n190.1 et seq. of Title 17 of the Oklahoma Statutes;\n\n5. The effect of regional transmission organizations on the\n\nelectric generation marketplace;\n\n6. The impact of changes in other states in our region and\n\nnationwide relating to retail choice of electric services by\n\nconsumers;\n\n7. Other issues the task force deems necessary to adequately\n\nstudy electric restructuring in this state.\n\nD. The task force shall solicit the input of all stakeholders\n\ninvolved in the provision and consumption of electric service. To\n\nfurther enhance such participation, the task force may appoint\n\nadvisory councils made up of representatives of various stakeholders\n\nor invite any other persons as needed to advise the task force in\n\nany matter they deem appropriate and necessary.\n\nE. Members of the task force shall be reimbursed by their\n\nappointing authorities for necessary travel expenses incurred in the\n\nperformance of their duties in accordance with Section 456 of Title\n\n74 of the Oklahoma Statutes.\n\nF. The Oklahoma State Senate and House of Representatives shall\n\nprovide such staff support as is required by the task force and any\n\nother state agency shall provide support as requested by the task\n\nforce.\n\nG. The task force may issue any reports it deems necessary and\n\nappropriate and may make any legislative recommendations available\n\nto the Governor and the Legislature. The Legislature shall review\n\nany reports or recommendations developed by the task force. Final\n\nauthority relating to the implementation of any recommended\n\nstatutory revisions shall reside with the Legislature.\n\nH. The task force shall remain in effect and operate as herein\n\ndirected until its termination which shall be no later than December\n\n1, 2009.
